DataQuest User Update - July 26, 2018

Dear DataQuest Users:

This message is to notify you that the 2016–17 Four-Year Adjusted Cohort Graduation Rate (ACGR) and Outcome data reports are now publicly available on the California Department of Education (CDE) DataQuest website at http://dq.cde.ca.gov/dataquest/. These reports are based on data submitted to the California Longitudinal Pupil Achievement Data System (CALPADS) by districts and charter schools.

New Methodology

Beginning with the 2016–17 ACGR and Outcome data, the CDE has made several changes to the business rules and methodology for calculating the four-year ACGR pursuant to new federal guidance and audit recommendations from the U.S. Department Education Office of Inspector General. The CDE has communicated detailed information about these changes to districts and charter schools, which can be found on the CDE CALPADS Communications web page located at https://www.cde.ca.gov/ds/sp/cl/communications.asp under the Assessment and Accountability section.

NOTE: The new business rules and methodology for calculating the four-year ACGR are significantly different from the prior business rules and methodology that the CDE strongly discourages against comparing the 2016–17 ACGR with four-year cohort graduation rates from prior years.

New DataQuest Reports and Downloadable Files

The CDE has developed the following new DataQuest ACGR and Outcome reports that incorporate the new business rule changes:

 - Four-Year Adjusted Cohort Graduation Rate
- Four-Year Adjusted Cohort Graduation Rate (with County/District/School data)
- Four-Year Adjusted Cohort Outcome
- Four-Year Adjusted Cohort Outcome (with County/District/School data)

The graduation rate reports only provide information about graduates, including how many met UC/CSU requirements, earned a Seal of Biliteracy, or earned a Golden State Seal Merit Diploma. The cohort outcome reports provide information about all students in the cohort and all their four-year cohort outcomes. Each report is viewable by race/ethnicity, program subgroup, or with county, district, or school data. When the 2017–18 ACGR data are released, there will also be an option to view the data by academic years.

Each report includes a report description, glossary, enhanced report options and filtering capabilities, and dynamic data suppression. Users will be able to apply filters to see data for all schools, charter schools, or non-charter schools. (Note: Charter school data are excluded from district-level reports by default; however, users can still include charter school data in district-level reports by adjusting the "School Type" filter on the reports.) Users will also be able to apply filters that include or exclude alternative school data or display data by one or more student subgroups.

To access the 2017 Four-Year ACGR and Outcome reports on DataQuest, please following these steps:

  1. Navigate to the DataQuest home page at http://dq.cde.ca.gov/dataquest/
  2. Select the desired Level (State, County, District, or School)
  3. Select "Four-Year Adjusted Cohort Graduation Rate & Outcome Data" located within Subject menu under Student Demographics
  4. Click "Submit"
  5. Select 2016–17
  6. Click "Submit"
  7. Select desired report from the menu
  8. Click "Submit"

The CDE has also released a downloadable data file for the 2017 ACGR and Outcome data that supports many aspects of the new reports. The downloadable data file can be found at https://www.cde.ca.gov/ds/sd/sd/filesacgr.asp.

Notes on the ELPAC

-  The Initial ELPAC administration window opened on July 1.
-  The Local Scoring Tool (LST) became available in the Test Operations and Management System (TOMS) on July 9.
-  The Initial ELPAC data file layout will be posted on the ELPAC Test Administration web page by July 13.
-  The Initial ELPAC preliminary score sheet and instructions as well as the conversion tables will be posted in TOMS by July 13. They are available for optional summer use by local educational agencies (LEAs) that choose to wait until fall to enter raw scores in the LST.

"Understanding Your Student Score Report"—in English, Spanish, Mandarin, and Vietnamese—is now available on the ELPAC Resources web page of the ELPAC website. It provides parents and guardians with an explanation of their child's Summative ELPAC score report.

In addition, LEAs are reminded that non-scorable Summative ELPAC materials must be returned to Educational Testing Service (ETS) as soon as possible. Non-scorable test materials are not to be shredded locally. If your LEA shredded the test materials, please submit an ELPAC Testing Irregularity and Security Breach Form, available on the ELPAC Test Administration web page, and email the form to ETS at .

Five-Way Merger Creates New Illuminate Education

Illuminate becomes Google Premier Partner.

IRVINE, Calif. and MOUNTAIN VIEW, Calif. (PRWEB) June 25, 2018

Illuminate Education is building additional online assessment support for Chromebooks, including integration of the Respondus LockDown Browser, an industry standard for web-based test security. This provides immediate feedback for teachers on student performance.

Community Eligibility Provision (CEP)

The Community Eligibility Provision (CEP) is a non-pricing meal service option for schools and school districts in low-income areas. CEP allows the nation's highest poverty schools and districts to serve breakfast and lunch at no cost to all enrolled students without collecting household applications. Instead, schools that adopt CEP are reimbursed using a formula based on the percentage of students categorically eligible for free meals based on their participation in other specific means-tested programs, such as the Supplemental Nutrition Assistance Program (SNAP) and Temporary Assistance for Needy Families (TANF).

New Cool Podcast - My Tech Toolbelt

I came across this fantastic new podcast called "My Tech Toolbelt" at the CUE Conference.  Great stuff!   It's run by a two woman crew (Shannon Tabaldo and Brenda Argano) and focuses on recognizing great teaching (and teachers) and the work they are doing with technology.  I love the 'hands-on' format of the podcast - instead of hyping up this product or that, they focus instead on the nitty-gritty of getting technology to work and making it practical for both teachers and students.

Funding Year 2018–19 Funding Commitments

The Universal Service Administrative Company (USAC) has released the first four waves of funding commitments for the 2018-19 funding year. As of May 11, 2018, funding commitments for California schools exceed $65.4 million.

Those local education agencies (LEA) that received a Funding Commitment Decision Letter (FCDL) must now do the following:

1. Review the FCDL for accuracy. The FCDL has a new format which can be previewed in a six-minute video provided by USAC. The video is located on the Schools and Libraries Division (SLD) Online Learning Library Web page at, https://www.usac.org/sl/about/outreach/videos/Funding-Commitment-Decision-Letters.aspx.

2.Use the appeal process to correct any inaccuracies. Instructions for the appeal process can be found on the USAC Web page at https://www.usac.org/about/about/program-integrity/appeals.aspx

Important Note: The new FCDL will be sent via a system-auto generated e-mail to the person who certified the associated Form 471 application. Additionally, USAC will manually send an e-mail to the person identified as the contact on the Form 471 with instructions on how to view the FCDL using the E-Rate Productivity Center (EPC).

3.Submit the FCC Form 486 within 120 days of the date of the FCDL or within 120 days from the start of services, which ever date is later.

Be careful to select the correct Children's Internet Protection Act (CIPA) certification for your agency in order to avoid needless delays in processing your form.

Confirm that the Services Start Date is on or after July 1, 2018, as this is the earliest possible date for invoicing to occur.

4.Decide on your method of invoicing. Learn more about E-rate invoicing at, https://www.usac.org/sl/applicants/step06/default.aspx

FCC Form 474, the Service Provider Invoice (SPI) method allows the service provider to issue discounted invoices to the LEA.

FCC Form 472, the Billed Entity Applicant Reimbursement (BEAR) method requires the service provider to invoice the applicant for the full amount of the service, then the applicant is reimbursed by USAC based on their discount level.

Important Note: Using the SPI method for E-rate invoicing is required to qualify for additional reimbursements through the California Teleconnect Fund (CTF). Learn more about the CTF by visiting the California Public Utilities Commission Web page at http://www.cpuc.ca.gov/ctf/


Reminder: Document Retention Requirements

LEAs are required to maintain E-rate documentation for 10 years past the last date of service delivered. This requirement could result in retained documentation for up to 17 years if the procurement process associated with the posting of an FCC Form 470 results in a 5 year contract. USAC has provided guidance on document retention on their Web page at https://www.usac.org/sl/tools/document-retention.aspx. Further, a suggested list of documents to be retained can be found in the section entitled Samples & Examples of USAC Web page located at https://www.usac.org/sl/tools/samples.aspx. Select "E-rate Binder Labels" and "E-rate Binder Table of Contents" for a detailed list.

Learning Management Systems

Interesting article and stats about Learning Management systems used by school districts in other states.  As you know, this site looks mostly at California school district's use of systems.  But having a comparison to other states I think is also useful.  Worth a look.  The organization typically looks at Higher Education back-office systems.  This is one of their first forays into the K-12 community.
