– Integration of Google Classroom – Illuminate users will enjoy single sign-on, direct links to Illuminate's Data & Assessment platform within Google Classroom's interface, and syncs from Illuminate to Google Cloud around gradebook and assessment results to provide greater interoperability between the two systems. Educators will be able to connect learning activities in Classroom with assessments from Illuminate to create a more comprehensive learning experience.

– Support for Chromebooks – This includes: (1) Full integration of online assessment and learning solutions for students. (2) Secure browsing during testing. (3) Immediate feedback via integration with Illuminate's Lightning Grader scanning application.

– Machine Learning and Analytics – By combining Google Cloud's advanced software tools and cutting edge TensorFlow Processing Units with Illuminate's learning data, Illuminate's ability to analyze big data sets and drive key predictive insights into student learning and performance will be enhanced.

Illuminate Education is building additional online assessment support for Chromebooks, including integration of the Respondus LockDown Browser, an industry standard for web-based test security. Illuminate also enabled full Chromebook support for Lightning Grader, Illuminate's paper/pencil scanning and scoring solution, by utilizing the Chromebook camera to instantly score scan sheets. This provides immediate feedback for teachers on student performance.

Community Eligibility Provision (CEP)

The Community Eligibility Provision (CEP) is a non-pricing meal service option for schools and school districts in low-income areas. CEP allows the nation's highest poverty schools and districts to serve breakfast and lunch at no cost to all enrolled students without collecting household applications. Instead, schools that adopt CEP are reimbursed using a formula based on the percentage of students categorically eligible for free meals based on their participation in other specific means-tested programs, such as the Supplemental Nutrition Assistance Program (SNAP) and Temporary Assistance for Needy Families (TANF).

New Cool Podcast - My Tech Toolbelt

I came across this fantastic new podcast called "My Tech Toolbelt" at the CUE Conference.  Great stuff!   It's run by a two woman crew (Shannon Tabaldo and Brenda Argano) and focuses on recognizing great teaching (and teachers) and the work they are doing with technology.  I love the 'hands-on' format of the podcast - instead of hyping up this product or that, they focus instead on the nitty-gritty of getting technology to work and making it practical for both teachers and students.

Funding Year 2018–19 Funding Commitments

The Universal Service Administrative Company (USAC) has released the first four waves of funding commitments for the 2018-19 funding year. As of May 11, 2018, funding commitments for California schools exceed $65.4 million.

Those local education agencies (LEA) that received a Funding Commitment Decision Letter (FCDL) must now do the following:

1. Review the FCDL for accuracy. The FCDL has a new format which can be previewed in a six-minute video provided by USAC. The video is located on the Schools and Libraries Division (SLD) Online Learning Library Web page at, https://www.usac.org/sl/about/outreach/videos/Funding-Commitment-Decision-Letters.aspx.

2.Use the appeal process to correct any inaccuracies. Instructions for the appeal process can be found on the USAC Web page at https://www.usac.org/about/about/program-integrity/appeals.aspx

Important Note: The new FCDL will be sent via a system-auto generated e-mail to the person who certified the associated Form 471 application. Additionally, USAC will manually send an e-mail to the person identified as the contact on the Form 471 with instructions on how to view the FCDL using the E-Rate Productivity Center (EPC).

3.Submit the FCC Form 486 within 120 days of the date of the FCDL or within 120 days from the start of services, which ever date is later.

Be careful to select the correct Children's Internet Protection Act (CIPA) certification for your agency in order to avoid needless delays in processing your form.

Confirm that the Services Start Date is on or after July 1, 2018, as this is the earliest possible date for invoicing to occur.

4.Decide on your method of invoicing. Learn more about E-rate invoicing at, https://www.usac.org/sl/applicants/step06/default.aspx

FCC Form 474, the Service Provider Invoice (SPI) method allows the service provider to issue discounted invoices to the LEA.

FCC Form 472, the Billed Entity Applicant Reimbursement (BEAR) method requires the service provider to invoice the applicant for the full amount of the service, then the applicant is reimbursed by USAC based on their discount level.

Important Note: Using the SPI method for E-rate invoicing is required to qualify for additional reimbursements through the California Teleconnect Fund (CTF). Learn more about the CTF by visiting the California Public Utilities Commission Web page at http://www.cpuc.ca.gov/ctf/


Reminder: Document Retention Requirements

LEAs are required to maintain E-rate documentation for 10 years past the last date of service delivered. This requirement could result in retained documentation for up to 17 years if the procurement process associated with the posting of an FCC Form 470 results in a 5 year contract. USAC has provided guidance on document retention on their Web page at https://www.usac.org/sl/tools/document-retention.aspx. Further, a suggested list of documents to be retained can be found in the section entitled Samples & Examples of USAC Web page located at https://www.usac.org/sl/tools/samples.aspx. Select "E-rate Binder Labels" and "E-rate Binder Table of Contents" for a detailed list.

Learning Management Systems

Interesting article and stats about Learning Management systems used by school districts in other states.  As you know, this site looks mostly at California school district's use of systems.  But having a comparison to other states I think is also useful.  Worth a look.  The organization typically looks at Higher Education back-office systems.  This is one of their first forays into the K-12 community.

CAASPP Scores Reports move to Electronic Delivery

​Editor's note:  Below is a communication sent out by the CDE on April 26, 2018 detailing some of the information regarding the transition from paper distribution of CAASPP test scores to the electronic distribution (e.g. secure PDF files sent via email to parents).  The effort is being headed up by CDE and ETS and additional details are available in the CALPADS vendor notes.


Dear County and District Superintendents and Charter School Administrators:

CALIFORNIA ASSESSMENT OF STUDENT PERFORMANCE AND PROGRESS TRANSITION TO ELECTRONIC STUDENT SCORE REPORTS

In spring 2014, California took the bold step of transitioning almost completely from paper assessments to online assessments with the field test administration of the Smarter Balanced Summative Assessments. California is taking another bold step by transitioning the California Assessment of Student Performance and Progress (CAASPP) Student Score Reports (SSRs) from paper to electronic delivery to local educational agencies (LEAs). This process provides California and LEAs with opportunities and flexibility that are not available with paper SSRs. Electronic reporting makes it possible to:

Provide LEAs with the flexibility to decide the delivery method of the SSRs to parents/guardians, such as through their student information system (SIS) parent portal, instead of printing and mailing the SSRs.

Reduce the turnaround time for delivering SSRs to LEAs.

The transition to electronic SSRs has begun and will take place over a three-year period to provide LEAs with information updates and allow enough time to make the transition successfully:

Phase 1 - Pilot (2017-18) During Phase 1, LEAs and SIS vendors who volunteered to participate in the pilot will work with our testing contractor, Educational Testing Service (ETS), to test the technology solution for delivering electronic reports. All LEAs, including the LEAs participating in the pilot test, will receive paper SSRs, as usual.

Phase 2 - Initial Implementation (2018-19) During Phase 2, the California Department of Education (CDE) and ETS will work with all LEAs to implement and test the electronic reporting technology solution. When CAASPP reports are available for the 2018-19 administration, the default delivery method of the SSRs will be electronic. The CDE will offer support to select LEAs that demonstrate a clear need for continued support.

Phase 3 - Full Implementation (2019-20) During Phase 3, all LEAs will be expected to use the electronic reporting process.

To assist you, we will share the experiences of the LEAs that participated in the pilot. The lessons learned from this pilot will help us prepare and transition to full implementation.

ELPAC Update - April 23, 2018

The English Language Proficiency Assessments for California (ELPAC) Update, from the California Department of Education (CDE), is a monthly e-mail for K–12 educators, including testing coordinators. The ELPAC, when it becomes operational, will replace the California English Language Development Test (CELDT).

Updated ELPAC Practice Tests and Rubrics

At the end of April 2018, updated ELPAC practice tests and rubrics will be posted on ELPAC.org under the Resources tab. For specific details, go to the Known Issues Log at ELPAC.org.

Initial ELPAC Local Scoring Tool

After administering the Initial ELPAC, trained local educational agency (LEA) staff will score the Initial ELPAC Answer Books locally, using the Local Scoring Tool (LST). The LST, located within the Test Operations Management System, allows the user to enter a student's raw score information from the Score Sheet, inside the back cover of the Answer Book, to determine the Initial ELPAC overall proficiency level and scale score.

Next month, on May 16, from 1 to 2 p.m., Educational Testing Service (ETS) will present a live Webcast that will provide a guided walkthrough of the Initial ELPAC LST. No preregistration or logon account is required. To access the Webcast, go to the Training tab at ELPAC.org and select "Live Webcast."

Initial ELPAC Rotating Score Validation Process

The CDE has completed the identification of the 25 percent of LEAs in California that will be expected to return Initial ELPAC materials to ETS for the scoring of the 2018–19 materials. All LEAs across California have been assigned to one of four groups, each of which will be expected to return the Initial ELPAC materials once every four years on a rotating basis. Newly formed LEAs will be assigned group membership. The purpose of this process, called the Initial ELPAC Rotating Score Validation Process (RSVP), is to produce item statistics for the Initial ELPAC, validate scores, and provide technical assistance to LEAs for scoring.

As noted in the March issue of the ELPAC Update, the RSVP LEA lists for 2018–19, 2019–20, 2020–21,and 2021–22 will soon be posted on ELPAC.org for LEAs to view and determine which year they will be expected to return Initial ELPAC materials to ETS.

ELPAC Academy, Year Two: Focusing on the Classroom

Are teachers in your LEA looking for a quality professional development opportunity? Stand by––registration is coming soon for the second year of the ELPAC Academy. With the theme "Focusing on the Classroom," this training is designed for teams of educators, including classroom teachers, instructional coaches, teachers on special assignment, and site administrators, who play a role in supporting high-quality education for English learners in the classroom. Online registration, which will be available beginning May 1, 2018, is $100 per attendee and includes materials, breakfast, lunch, and a copy of the 2012 California English Language Development Standards.

More information will be posted on ELPAC.org under the Opportunities tab by the end of this month. Note that this professional development opportunity is separate from the ELPAC Administration and Scoring trainings, which are designed to train LEA ELPAC coordinators and other key staff on the training of test examiners to administer and score the ELPAC.

Superintendent Designation Forms Due April 30

Reminder: Each LEA is required to designate an LEA ELPAC coordinator by April 30, 2018. This is done by submitting the 2018–19 Superintendent Designation form, which is the responsibility of the LEA superintendent or direct-funded charter school administrator. Once an LEA ELPAC coordinator is designated, the coordinator is required to complete the 2018–19 Test Security Agreement for LEA ELPAC Coordinator and Site ELPAC Coordinator form and 2018–19 Test Security Affidavit for LEA ELPAC Coordinator and Site ELPAC Coordinator form. Site ELPAC coordinators also are required to complete and submit both online forms, located at ELPAC.org. Once site ELPAC coordinators complete and submit the forms, the forms will be sent electronically to the LEA ELPAC coordinator, who can then print and file them.


Reminders

There is still time to register for one of 24 Initial ELPAC Administration and Scoring Trainings, scheduled for April 10 through May 24 throughout California! Registration is on a first-come, first-served basis until each training site is full.

To accommodate LEAs' training needs, many county offices of education are hosting regional workshops throughout the state. These regional workshops are posted on the Initial Assessment Regional Training List Web page of the ELPAC Web site. Check the Web page regularly for new postings.

Scores from the CELDT retest or CELDT 2016–17 may be used for reclassification until May 30, 2018. Once students are reclassified, please update the English Language Acquisition Status in the California Longitudinal Pupil Achievement Data System (CALPADS) no later than May 31, 2018. The status of students whose information has not been updated in CALPADS will be shown as "EL," and the LEA will not be in compliance with state and federal requirements to annually assess all English learners.


Questions of the Month

Because students in grade two have a combined Test Book and Answer Book, is it acceptable for them to use highlighters and pencils to highlight and/or underline text in the passages?

Students in grade two may use highlighters to highlight text, as this will not impact scanning and scoring. However, it is advised that students not make pencil marks (other than the bubbling in of answers) in the grade two Test Book/Answer Book, as it is difficult to predict if and how stray pencil marks will impact scanning and scoring.

What constitutes a testing irregularity?

A testing irregularity is any deviation from standardized test administration (e.g., a test examiner straying from the Examiner's Manual script), test administration errors (e.g., testing a student in error), or an occurrence that may impact the validity of a score (e.g., cheating). For more information, refer to pages 3 through 6 in the ELPAC Test Administration Manual for the Summative ELPAC.

How can our LEA's data system link to the LST?

ETS will provide LEAs with a student data file layout so they can work with their technology teams.

Does your district block access to SKYPE?

 Does your district block SKYPE for staff members?  I'm curious because CSIS is now using it to administer some training sessions.  This is great, since it removes the cap of users that can view a training session at one time.  Getting a sense of how many districts block SKYPE for staff (and maybe reconsidering why) is the purpose of this poll:

Permission Click Adds Capital and Readies for International Expansion


(Winnipeg, Manitoba) March 21, 2018 — Permission Click, the global leader in K–12 school form automation, has closed a multimillion-dollar capital raise led by an international strategic investor. The new investment will allow Permission Click to significantly expand its school- facing organization across North America, while turning an eye to new markets overseas. The company is working to make more than a dozen new hires in sales, marketing, and product development.

Permission Click is best known for its School Edition, which delivers digital permission slips, forms, and payment collection for K–12 schools. It recently launched a premium, full-featured District Edition, which has quickly gained traction across the U.S. and Canada. Permission Click is already used by thousands of schools in more than 30 countries and 108 languages.
